Abstract:
Quality of life information is important to Virginia's economic growth. Locations and proximity information of public schools is now available. This information represents elementary, middle, secondary, special education, governor's schools and vocational education facilities throughout Virginia. The information includes those schools open for the school year 2009-2010
Purpose:
The purpose of this data is to provide a geographic representation of the location of the public schools in Virginia.

The dataset was developed using a listing provided by the Virginia Department of Education and data from the National Center for Education Statistics, geocoded using street addresses, and then confirmed using the 2009 VGIN Preliminary aerial imagery, 2008 NAIP aerial imagery 2006/07 VGIN Imagery and 2002 VGIN Imagery, RCL, VGIN Geocoding Service based on the RCL and Navteq datasets, Local GIS sites, along with the school web sites.

The facility information is believed to be as complete as possible based upon information obtained from the Virginia Department of Education and the National Center for Education Statistics web pages and from the various localities.

The site location of each school was digitized using a listing provided by the Virginia Department of Education and data from the National Center for Education Statistics, geocoded using street addresses, and then confirmed using the 2002 VBMP aerial imagery, RCL, Local GIS sites, and multiple aerial photography sources, along with the school web sites. The digitized point was chosen based upon the center of the school building or cluster of buildings. The projection of the digitized data set is in Lambert Conformal Conic, allowing use of this information with other VEDP coverages.

Process_Description:
The site location of each school was digitized using a listing provided by the Virginia Department of Education. These facilities were then hand-compared to the previous (2007) shapefile for Virginia public schools. If the attributes were the same, and the geocoded point was close to the location identified in 2007, the 2009 point was hand-placed at the same location as the 2007 dataset. In cases where the attributes differed, a manual determination was made regarding the best placement of the point. Additionally, the 2008 NAIP imagery and 2007/06 imagery from VGIN were invaluable, especially in the identification of newly constructed facilities. Like the 2007 schools dataset, the digitized point was chosen based upon the center of the school building or cluster of buildings. The dataset was then converted to the Virginia Custom Lambert Conformal Conic projection, allowing use of this information with other VEDP coverages.

The school additions / deletions list was obtained from VDOE and those facilities were hand placed or removed from the previous dataset at VEDP. Additionally, any facilities that required placement were placed according to their location as shown on the VGIN 2009 Preliminary Imagery or the NAIP 2008 Imagery. This location was compared against the 3rd Quarter Virginia Road Centerline (RCL) dataset.
