Data was compiled primarily from Licensure information (provided by the VDH Office of Licensure and Certification), Bed Utilization information (from Virginia Health Information), and Emergency Preparedness information on hospitals in the Commonwealth.
Hospital means any facility licensed pursuant to § 32.1-125 of the Code of Virginia in which the primary function is the provision of diagnosis, of treatment, and of medical and nursing services, surgical or nonsurgical, for two or more nonrelated individuals, including hospitals known by varying nomenclature or designation such as sanatoriums, sanitariums and general, acute, rehabilitation, chronic disease, short-term, long-term, outpatient surgical, and inpatient or outpatient maternity hospitals. Outpatient centers are those facilities where patients stay no longer than 24 hours.

Geocoded using VDH provided address data against data provided by the Virginia Geographic Information Network. An Excel spreadsheet was provided from VDH to VGIN and it was imported into a Personal Geodatabase table for formatting and ease of use. The imported table was the primary source for geocoding by spreadsheet in ArcMap. For this particular request, an ESRI composite locator was created from three feature classes which VGIN currently maintains or has in it's data inventory; Statewide Address Points, Statewide Road Centerlines (RCL), and commercial road centerline data provided by Navteq, Inc. In order to provide more detailed geocoding results, these locators all used the USPS standard fields. A composite geocoder was created with the intent of providing a hierarchy approach for its search results with Address Points (confidence scores 80-100%) as the first tier, RCL (confidence scores 70-100%) as the second tier, and Navteq centerlines (confidence scores 0 -100%) as the third. The imported Excel spreadsheet table provided four fields to use in creating the output point feature class with corresponding fields available from the composite locator. The available VDH fields available for use were N_ADDRESS, N_CITY, N_ZIP, and N_STATE. After geocoding the spreadsheet, several new fields were subsequently added to the output ESRI feature class which explain the methodology of the ESRI geocoding interpolation. Those included in the deliverable data set are the name of the locator, match status, confidence score, & and locator match address.

The original shapefile for the VDH hospital and outpatient surgery center dataset was downloaded from the Virginia GIS data portal (<http://gisdata.virginia.gov/>). The shapefile was then edited to suit the needs of VEDP. Two attributes were added detailing the trauma center level of the hospital and the number of beds the hospital or surgery center contained. A value of '999999' was given in the "BEDS" attibute to hospitals or surgery centers in which data for the number of beds could not be found. Data for the "TRAUMA" attribute was provided by the VDH and data for "BEDS" was taken from information found on the location's website or information provided by Virginia Health Information (<http://www.vhi.org/>). The "WEBSITE" attribute was also edited and updated. This information should be accurate as of June 2010. Metadata was updated.

Points marking the locations of Virginia hospitals were corrected for positional accuracy. Points were taken from existing source data and were moved to better reflet the physical ground location of the hospital or surgery center. The altered point locations were positioned directly over the hospital building. Building positions were based on the best available aerial imagery for the state of Virginia taken from VGIN VBMP aerial imagery. Location of points were positioned as accurately as possible, however accuracy is not guaranteed.
