Abstract:

Locations of sewer lines and wastewater treatment plants may be used along with other infrastructure information to aid in Virginia's economic development efforts. This data set represents the sewer infrastructure that is capable of supporting industrial development throughout the state. This is an ongoing effort with continual updates as many new lines are identified by various sources such as local governments, other state agencies, and private companies.

Purpose:

This data set is NOT intended to provide a comprehensive inventory of all sewer infrastructure in the Commonwealth. Instead, it will provide planning information that will be used by the VEDP during industrial development marketing activities. The VEDP identified a list of wastewater treatment facilities with a minimum treatment capacity of 300,000 gallons per day. Two contractors (Timmons and Anderson and Associates) were chosen to map selected features of the chosen facilities. This includes lines with a diameter of six inches or greater, treatment facilities, and pump or lift stations.

Supplemental_Information:

This metadata describes the native Arc/Info coverage which is maintained at the VEDP. This coverage includes line and node features and attribute tables. Only the nodes that represent treatment, pump, or lift stations contain relevant attribute information. Therefore, there are a large number of nodes that simply represent the junctions of lines. For purposes of ease of use and distribution, a separate point coverage has been created which contains treatment, pump, and lift stations only.

In addition, some systems must be removed from this data set before distribution due to licensing agreements with the localities. Portions of the information for this data set were provided to the VEDP directly from local government sources without working through the primary contractors. These data represent various locations throughout the state and were developed at a scale of 1:24000 or better. During the update process, all of the information is provided to the VEDP directly from a local government contact. This information can be provided in either digital or hardcopy format.

Process_Description:

(1) Each contractor was required to develop a project work plan that met specific criteria. This work plan included (2) a survey of available hardcopy and digital sources. The results of this survey are a database of local contact information as well as detailed facility reports. This information is summarized in a separate document which can be found at <http://gis.vedp.org/htdocs/water-sewer.htm>. (3)Hardcopy Sources - Information obtained in hardcopy format was digitized using the USGS Digital Raster Graphics and VDOT roads as a basemap. The data were developed in the same projection as the DRGs (UTM Zone 17 or 18, NAD 1927 as appropriate). The VEDP maintains the original data set in these projections and converts it to Lambert Conformal Conic for use with other VEDP data sets. All digitizing at VEDP or Timmons was completed in Arc/Info while Anderson and Associates utilized Autocad Map. The Autocad Map files were converted to Arc/Info coverages later in the process. The resulting digital files were attributed based on criteria specified in technical methodology that was provided to each contractor. Checkplots of the resulting Arc/Info coverages were then created at a scale of 1:24000 and were delivered to the VEDP. (4) Digital Sources - The original digital data sources are indicated in separate facility reports and include Autocad DXF and DWG, Microstation DGN, ArcView Shapefile, and Arc/Info Coverage formats. All digital data were converted to Arc/Info format and the appropriate projection and then edited to fit the VEDP data model. In many cases, the original digital sources contained all lines present within the locality as opposed to just those lines that can support industrial development. These additional lines are represented in the final VEDP coverage. Checkplots of the resulting Arc/Info coverages were then created at a scale of 1:24000 and were delivered to the VEDP. (5)After receipt of coverages, checkplots, facility reports, and other databases, the maintenance and update of the data set was taken over by the VEDP. All data received from the contractors was first merged into two master UTM 17 and 18 coverages. These master coverages also include any data received by the VEDP directly from the localities. All data is maintained and updated in either UTM 17 or 18 (NAD 27) and then projected to Lambert Conformal Conic for use with other VEDP data sets. In order to receive certain data sets from some localities, the VEDP was required to sign a licensing agreement stating that redistribution of the licensed data would not occur. These portions of the overall data set have been marked in the Arc/Info coverages and are removed before being placed on the web site.
